ABOUT ME

The Inspiration and Experience to Serve Our Community

A native Texan, April Chang graduated from Texas State University with a Bachelor's of Science degree and began a successful career in medical sales that brought her to the robust San Antonio medical community.  April Chang has called San Antonio home for 17 years, 14 of those in District 9.  April Chang developed business and leadership experience as a previous medical distributorship owner that encompassed the state of Texas.

April Chang has spent the last seven years working to benefit the families of San Antonio in honor of her three-year-old son, Mitchell Chang, who drowned at his swim school in 2018.  Mitchell inspired her to continue his good for others by building Mitchell's Landing for the San Antonio Parks System.  Mitchell's Landing is a half-acre playground that provides accessibility and meets the developmental needs of all individuals, regardless of ability level.

April Chang has worked with state legislators pushing for swim school safety standards.  She has also testified before state committees and participated in meetings with state governmental departments, including department directors.  April Chang will take all that she has learned from her experience as a business owner, partnering with the city, and state to serve the people of District 9 and San Antonio.

Improving our economy and quality of life hinges on focusing on the basics that will help create an atmosphere to thrive!  Families need to feel safe to venture out in their community.  People should have more reasons and opportunities to get out in the district and patronize establishments.  It takes prioritizing Budget, Safety, & Quality Infrastructure to build a thriving district.

City Budget That Works For You

  • Reduce Taxes: Advocate for policies that prevent tax increases while ensuring the budget is fully funded.  Reduce property taxes.

  • Hold CPS & SAWS Accountable: Demand better oversight and consumer protections to ensure fair and transparent utility rates.  No rate increases without accountability metrics.

  • Cut Construction Costs by Reducing Red Tape: ​Identify and remove policies that inflate construction costs.

  • ​Eliminate Middle Man Markups: Push for streamlined policies that prevent wasteful spending on unnecessary intermediaries.

  • Prioritize Reputable Vendors: Implement an initiative that will prioritize reputable approved vendors, who have demonstrated ability to eliminate costly change orders and unnecessary project delays.

A Safer District 9

  • Fully Funded Police Department: Fight for a well-equipped and well-staffed police force to protect our community.

  • ​More Officers on the Streets: Increase patrol presence to deter crime and increase response times.

  • Stronger Park & Trail Safety Programs:  Improve security in public parks and trail systems with increased lighting, better enforcement, and crime prevention programs.

  • Enhanced Video Surveillance in Parks: Expand the use of surveillance cameras to deter criminal activity and provide added security for families.

  • First Responder Childcare Initiative: Support first responders by encouraging childcare facilities to extend operating hours in exchange for state-allowed property tax incentives.

Investing in Quality Infrastructure

  • Better Streets, Fewer Potholes: Better quality streets.

  • Clean, Safe Streets & Sidewalks: Work to keep streets and sidewalks debris-free, enhancing safety for drivers, cyclists, and pedestrians.

  • Address drainage and flooding Issues: Advocate for improved drainage solutions.

  • ​Minimize Construction Delays: Push for Policies that reduce unnecessary delays in public works projects ensuring efficiency and accountability. Standardize and enforce Liquid Damages Clauses in Public Works vendor contracts.

  • More Community Amenities: Fight for additional parks, aquatic & recreational facilities, and usable public spaces that enhance the quality of life in District 9.

Building a Sense of Community

April Chang is committed to making District 9 a place where families thrive, businesses succeed, and communities remain safe & vibrant.  She will work to bring a sense of community through creation of community hubs that host organized free social & celebratory events within the district, such as a Fourth of July Celebration and a Spring Fling with Egg Hunt.
